Mark Scruggs has practiced law since 1982, representing over 43 years of litigation experience. He began his career as an Assistant City Attorney for Knoxville and Nashville (1982 to 1988), representing police departments in civil rights cases. In 1988 he joined defense attorneys Lionel Barrett and Richard McGee to focus on criminal trials, and he established his solo practice in 1991.
He earned his J.D. from the University of Tennessee College of Law (1982) and his B.A. from the University of Tennessee, Knoxville (1979, with honors). His bar admissions include the Tennessee state courts (1982); the U.S. District Courts for the Middle and Eastern Districts of Tennessee (1984); the U.S. Court of Appeals for the Sixth Circuit (1984); and the United States Supreme Court.
His credentials and recognitions include Board-Certified Criminal Trial Specialist status from the National Board of Trial Advocacy (since 2008) and an AV Preeminent rating from Martindale-Hubbell (2025).
